Scott Lacey, PE, CSP
Scott Lacey has over 30 years experience in the fire service with over fourteen years in code enforcement. Mr. Lacey is a registered Fire Protection Engineer in Arizona and Arkansas in addition to being a Certified Safety Professional. In 2003-2005 he served on an NFPA task group for incorporating mass notification criteria into NFPA 72. He has since been a principle member on the NFPA 72 committee for Emergency Communications Systems.
Following graduation from Oklahoma State University with a Bachelor of Science Degree in Fire Protection and Safety Mr. Lacey worked in LaPorte, Texas as a safety engineer for a large manufacturer of hydrogen peroxide, polyethylene and polypropylene plastics. While in LaPorte Mr. Lacey participated on the Local Emergency Planning Committee (LEPC), was a Mayoral appointee to the City of LaPorte Fire Advisory Committee, and was a fire fighter with the Channel Industries Mutual Aid (CIMA) emergency response organization. He has participated in numerous industrial fire training programs at Texas A&M in College Station, and Lamar University.
From 1996 to 2002 Mr. Lacey served as a fire protection engineer for the Phoenix Building Department; and served as an FPE/supervisor of plan review and inspections for the Phoenix Fire Department Annual Facilities Permit section. While in Arizona Mr. Lacey served as a Special Director for the AZ Chapter of the Automatic Fire Alarm Association, Vice President and President of the AZ Chapter of the Society of Fire Protection Engineers. In these positions he established several committees to develop state-wide standards for fire alarm and sprinkler shop drawing submittals while helping to lead a movement of the AZ State Board of Technical Registration to define minimum expectations of engineers for design/bid documents.
Mr. Lacey is an active member of NFPA, and the Society of Fire Protection Engineers. He has taken several National Fire Academy classes including an 80-hour code management course. Since 2002 Mr. Lacey has worked as a consulting Fire Protection Engineer designing and commissioning fire protection systems around the country and overseas. Projects have included a presidential library, high-expansion foam systems, industrial fire alarm and fire suppression systems, acoustic modeling and reverberation evaluations for voice intelligibility, hospitals, and a large list of military, VA, and GSA projects. Mr. Lacey is frequently consulted by fire officials and designers to assist with code interpretations and finding solutions to complex challenges. Mr. Lacey has also provided third-party plan review services for jurisdictions, and expert witness testimony for projects in litigation. Between design projects Mr. Lacey teaches code seminars and updates assessments for CSA.
